Companies seem to be able to classify it whatever they want it to be - CCP classifies it as operational while CLH as investment.
If you’re a serious DIY investor, I’d recommend estimating the purchasing level that would sustain current levels of collections. This should be operational, the rest investment. Essentially splitting out opex and capex. It’ll involve looking into previous years and mapping out collections vs purchasing.
