I don't know how it could shave months off the project... If you had funding a year ago you would well in front..
Nor do I know how anyone could claim it is a great announcement or a sign... the reality is they can't get funding to date and have had to go back to major SH's to prop up the project. The 14% interest rate is indicative of the risk involved.
