It appears you are using old data.

Across the country, there has been a slight rise in the number of homeowners behind on their mortgage payments, to 1.51 per cent at the end of June compared with 1.38 per cent last July, the report on Tuesday from S&P Global Ratings found.

In the graph, it appears to me if you take out WA and NT arrears figures drop significantly, and you also take out QLD and you get .06%...hence "rest of Australia" pointing to .06% only

So, the 2 major cities look in good health.
