No, the IPCC would not say anything so vague and poorly defined as "the topic". Based on everything I've read, that they have said, they will be talking about the natural variation uncertainties and the chaotic nature of that. They know that the greenhouse gas warming signal will continue, underlying that natural variation. My paraphrase of that was "weather" is chaotic. Greenhouse gas warming is predictable, as a long term temperature trend, within a range of uncertainty.
