There is a degree of misunderstanding around "shorts" and what Shortman shows.
A lot of the shorts in the table are simply naked shorts leftover each day by brokers at end of trading. Lots of trading and game playing = lots of these.
As to the "real" size of the short position.
PNV shows as 1.32% (inclusive of those explained above so the actual number is less than this).
To get an idea of whether this number of shorts is significant ...
The 100th most heavily shorted stock on the bourse is currently Monadelphous at 3.02%
PNV is not even half of this. ie The PNV short level is low.
