They are NOT looking to source debt, the intention is 2025 expansion can be fully funded from revenue.
But as you suggest, if they needed to take on some ST debt it should not be an issue, though probably need to be cleared by JARE.
Imagine they will provide more detail on expenditure schedule as the various project details are confirmed.
