Personally I don't believe money in bank is 100% guarunteed to be there when I go to withdraw it... I'm not prepared to shoulder that risk absolutely so I don't keep 100% of my money in a bank...

Legals are more important than drilling first - and they are taking a huge swath of cash right now. That's where the $1M debt comes from - Lisbon Lawyers Legally Litigating Literally for Luanda (say that 10 times fast, I dare you!).

If they don't get the legals sorted, it could risk the project moving forwards.
