The CEO's comment should be read and reasoned within the frame work of the true definition of "a Priori" when endeavouring to demonstrate a predetermine end point. The board and management of this company, for which you don't own shares, are professional and are experienced in trying to get this thing happening. They have a good track record at other companies and are also passionate, patient and determine to get this thing happening. They also need to be confident in some of their commentary hence their comments in slide 16. One must also remember that even though the approvals have been delayed time and time again that they have achieved a hell of a lot to even be at this stage in a very complex web of medical device approvals.
