Yusuf's power base traditionally comes from the Darod clan in Puntland. He cannot afford to alienate this support base.
After so many years of war and hardship, an economic solution to the suffering is finally within reach. Can't see this initiative getting off the ground, as it would set development back several years.
This either spells the end to Yusuf/TFG, or it's just more smoke and mirrors?
