There was an article in the Australian business section yesterday on just this subject:

Energy Australia was one of the "Energy Giants" mentioned. Note that they aren't asking for a policy, rather for the government to get out of the way since their interventions are just causing investment uncertainty - it certainly can't help when the Energy Minister claims there is already too much renewable generation in the grid.

This is probably a more plausible reason for the Kidston delay than Chinese government interference.
