Sigma - what you say is mostly true... I would suggest however that the least efficient cartel participant would need to prouduce a sufficent quantity of RP to actually 'compete' with OCP for contracts. If for example the highest OPEX producer could sell only 1mt, then those countries with serious needs would still need to trade at OCP's price, wouldn't they?
Also, which cartel producer are you actually talking about and what is their OPEX? If one of the cartel countries (with production sufficient to actually worry OCP) has an opex over $100/t (or even $60/t) then surely OCP's threat is a red herring. I'd be interested to know.
