I've seen that sort of graph many times and it comes across as pretty accurate to me. What it tells us is that only dickheads (like most of us) continue to hold after the discovery phase, instead of selling out and waiting for the development phase to start before buying back in. I must have been the classic dickhead because I bought my first batch at 13c, just after the 15c high. One of the clever ones sold me his/her shares and walked away with a smile, having found a mug to sell to. Now here we are, still in the orphanage awaiting adoption by the institutional investors. If we ever get back above 5c many of us will probably be so relieved that we'll sell the blessed shares and do a lap of honour - only to then see them double a few months later!
