If arbitration awards FAR declaratory relief.
Both COP and WPL will not want arbitration to continue to determine damages, that could result in disastrous financial consequences for both of them including all legal costs.
Their options will only be restricted to, negotiating an out of court settlement with FAR or allowing FAR to PE.
Not much longer now to wait.
If PC still considers that FAR’s actions are frivolous he is delusional IMO.
