I imagine their system of government is similar to ours in at least one aspect... New Governments mean public servants start worrying about new ministers restructuring. The people processing mining applications will be distracted by... 1. Will I have a job? 2. What will be my new title? 3. Will I get the corner office? While this buzz of uncertainty is around they have the perfect cover story for a period of extended non-productivity. Am i a realist, a cynic or just a grumpy old white supremacist ?
