Relocate to a more favourable jurisdiction where the permitting is more efficient?
Bribe the local Judge?
Just go ahead and build the plant without permits?
Beauracy is the same the world over. We can’t even get permits to clear bushfire prone land....look how that’s worked out.
They’re pushing as hard as they can whilst still maintaining a good working relationship with the relevant authorities.
Push to hard and maybe nothing will ever get done.
