Angolan state-owned Sonangol has unveiled preliminary plans for a second greenfield refinery, as rising oil prices and local demand have pushed its products import bill to $1bn/yr. The refinery will be at Soyo in the north of the country, near to the Cabinda oil field. Sonangol plans to build the refinery by itself, company vice-president Syanga Abilio says. Sonangol is building a 200,000 b/d refinery at Lobito, south of Luanda, due for completion in 2012 at a cost of $5bn."
