Could you please give a little further detail regarding the quote below?

What mechanisms are being used to transfer this wealth out of the ownership of those with the least of it, to those with the most of it?

And to clarify;

"those with the least of it" = Poorest, lowest incomes?

"those with the most of it" = Richest, highest incomes?
