To state that no one will provide facility structures is purely speculation and usumption on your part because funding is in its final stage. It's now the offtake that is the condition precedent. Yes takeup is been shown to be not hitting analasysts mark in later part of 2019. This reflects macro conditions atm but bdemand for shipped crystal sulphates will definitely see Sconi snapped up. This was discussed at length including structured finance and NAIF. Not going into details with you as you seem to be agressive in nature of late and a hatred for this board.
