With the cut off being 4pm 29/11/2019, it depends on whether you run privately and require money in the bank, or utilize a broker account that settles in 2 days. In which case the 26th would be last chance, some may even have an arrangement with their broker actioning the application that pushes it to the 29th.
But you are correct in that the window starts to close on some today.
It will be very interesting to see the effect of scaling if it occurs. Investors will have a refund due, an unmet demand and only the market to work with.
