The wording is a bit ambiguous there however, my take is that the word ‘both’ relates to the word ‘together’ further into the sentence. So my reading is that the two options being considered are firstly the environmentally friendly option to process the ore within Slovakia, and secondly minimal processing within the country before shipping the ore, or perhaps a concentrate, to a nearby country where cyanide leaching is still allowed.
