I can see what you are saying. But how far back to do you go to class it as "made". For example, if the DRC was sourced for Cobalt would you say that the battery is therefore made from part of the DRC?

    Another source:
    https://www.nap.edu/read/13370/chapter/3

"U.S. Currently Produces Only About 1 Percent of Lithium-ion Batteries While American researchers have long been at the forefront of lithium-ion technology, U.S. industry has not dominated the global market for advanced batteries. The industry has been dominated by Asian manufacturers ever since Sony Corporation of Japan marketed lithium-ion batteries for consumer electronics products in 1991. As Mohamed Alamgir of Compact Power noted in his symposium remarks, over this period, a number of U.S. initiatives to manufacture lithium-ion batteries failed, including those by Duracell, Polystor, Motorola, MoliCell, Electro Energy, and Firefly.9 The U.S. currently produces only about 1 percent of lithium-ion batteries. Japan accounts for 46 percent, South Korea for 27 percent, and China for 25 percent.10"

This specifies actual battery production. Which I assume would include Cell-Module-Battery Pack. Below it also discusses the reason why the US has not adopted mass volume production of battery packs.

Considering the above source is from 2009 the US has came a long way since then. The Trump administration wants to implement a start to finish battery supply chain in the USA so I assume if demand warrants, further battery manufacturing will come online if it hasn't done so already.

Unfortunately the US will let patriotism get the best of them. Not every raw material and element can be sourced from the US. The sooner they can acknowledge this and set up strategic alliances the better it will be for them. The economy has moved on from simple country to country trade and the economy is now at a global level. Protectionism under Trump wont work. The only way a country can survive anymore is producing something others want. If they cant do that then all they can do is hope they have raw materials others need to do so.

Thinking your country is the best and can do everything independently is wishful blind thinking...
