It always happens but most managements never seem to wake up to that fact.
One reason is that buyers take it as a sign that management think that that is all their shares are really worth and, to raise money, they will have to offer them at that lower price.
Management also listen to brokers who have a vested interest in selling the CR and making a profit for themselves, with no real effort required, and also no sense of doing the right thing by the company.
