The problem is, what's your intent?

If you're walking down the street wearing a balaclava, acting suspicious & the police see you, search you & find a knife, you're screwed.

If you're walking down the street wearing a chef's uniform, just about to open the front door to a restaurant & the police see you, search you & find a knife, in all likely hoods you'll be fine.

The guy wearing a balaclava, with a knife, had the wrong intent.
The chef walking into his place of work, with a knife, needed it for work.

What is your intent??
