I would assume that to make a Counter offer you first need to know the full terms of the original offer? This is the point FAR are making. "How can we make an offer (or even consider the purchase) Without the terms (or equivalent terms in cash) in front of us"
it's not an auction it's a right to match and better.
COP wanted a quick sale and WPL wanted a bargin. COP could not afford to go down a longer selling process and pushed on with the sell. AIMHO.
