you cant blame the bureaucrats in this case IMO. If you have a look at the PEPR website, every other PEPR gets approved within 1 month. RXM's PEPR is either
1) really complex; or
2) extremely s**tly drafted.
Based on everything that the management has done in the last 10 years, my bet is on the latter.
