What I do suspect is that the Govt would not have been thrilled to hear that sprat WPL was taking over.
Especially under the circumstances, with it all being a bit smelly!

Hence when FAR said hey if we get to PE we will bring in Big Oil that meets your approval.

Senegalese reply, “ go for it”.

Let’s see what happens.

And it’s not a technical excuse. If you don’t have and can’t get the required information you can’t make a decision to PE or not to PE.
