I think everything depends on the half-year result in 2020. If that comes through showing the company on target to meet $60 million or so (or more if we miss 2019 guidance) then we're back in business.
The share price is currently low because people don't believe the growth potential will be realised. Two good quarterlies will reverse that sentiment and get comfortably over the dollar mark.
