Yes, that was the theory and in fact, if I remember accurately, ICG were to be used as an example of the way they wanted to do things.
It did not help however as I think it actually delayed us getting the permits then, and I doubt that it has improved since. At the time they were so disorganized that times just about doubled for us.

Countries like all the South American countries, and in fact most countries outside the main western countries, are all so corrupt that nothing ever changes no matter how desperate they are for money for the people. That is just an election cry that is soon forgotten as soon as the rigged election is over anyway.

As I said, I am not bagging but just preparing holders for a long wait. It ain't gunna happen overnight.
