Speaking of South Africa and Cape Town, IDA has just announced a strategic partnership for the W12 Congress.
Seems like the members of IDA see opportunity in South Africa with the potential upcoming funding.
@morganp from your article, yearly total SA government spend is around $45 billion USD, so $61.4 billion USD over 10 years is about 13.6% (not accounting for growth in GDP) of total expenditure per year just on drinking water infrastructure. If you consider it essential to human rights, health, sanitation, industrial/agricultural production, tourism, peace & political stability then it is probably justified. Any water that is produced can also be captured and re-used so getting initial water production to a base level where every citizen has essential potable access can lead to more water availability for treatment and agricultural re-use later on.
