This means that the IG found no emails, written correspondence, text messages or voicemails saying thing like, "we need to set up Carter page to get to Trump" or "we need to frame Trump by getting to page"
You do see that don't you? And maybe you can see the difference between what he has concluded there and what he has reported in the actions of what transpired
For example - IG Horowitz found that the FBI spied on Carter Page through a FISA Warrant. To obtain that warrant, the FBI noted that Page was in contact with a Russian. The IG notes that the FBI omitted the part that Carter Page was in constant contact with intelligence about his contact with the Russian.
So there you have it.
The IG has found " NO DOCUMENTARY OR TESTIMONIAL EVIDENCE" saying specifically stating their bias, but his report is littered with evidence of wrongdoing and the Carter Page example i gave you is one of MANY.
