This is a good result.
As per the Share Purchase Plan Booklet (aka the retail offer) "Westpac is targeting to raise approximately A$500 million under the SPP". In other words it was oversubscribed by retail investors and they accepted the full $700m.
In addition to the SPP, Westpac already announced on the 5th of November that the institutional placement successfully raised $2bn at $25.32 per share.
