You clearly don't know what you are talking about with NPV. NPV is referenced to a date, in this case today, so 8c NPV is 8c NPV with no further discounting required. Regarding the risks, these will fall away with time so the SP should build to 8c or possibly more depending on oil price, exploration success next door, fan etc. Good time to buy.
