I think everyone is waiting for the fine amount - plus the (probably small) investor negative sentiment. SP has priced in a fine that is probably around 25-30% on the annual profit.
To that, all banks have declined through fear that interest rates will go down one more time and stay there for a few years.
I can't see that banks in general will go lower than about $24 (CBA much higher of course).
