No comparision whatsoever. The CIA was formed to defend the free world from thuggish countries like the USSR. Whilst, in its efforts to defend Democracy the CIA sometimes the lost its way, it never became a brutish instrument in the same manner as the KGB.
People very easily forget the dangers faced by the West in the immediate aftrermath of the WW11 and the determination of the Soviets, and their fellow, mainly academic, fellow travellers in the West, to totally dominate society. Just ask:
the Hungarians who fought for their freedom in 1956 and were brutally put down;
the Checkoslakians in 1965 in the Sprague Spring;
the East Germans who had to climb a wall, in spite of the posibilty of being shot, to attain freedom;
the Cubans who have been denied the taste of freedom for decades.
