facility and pipes. i imagine there will be some govvy inspection/ signoff required as you're only allowed a certain level of leakage... this means any new facility will need to be pressure tested then signed off... this all takes time. not alot of time mind you... but cant rush these things. last thing you want is to see is wbe flair (exlpode) a few million square feet of gas into some canadian farmers paddocks....
