Effectively, the only company that will have access to a license (and under reduced cost, but not free) will be WDC or HGST, not sure how the contract is written out. 4DS makes no plans to sell licenses to other manufacturers, but instead the complete IP package. Regardless, whoever does buy the tech will almost certainly sell off licenses to other companies anyway. They would be foolish not to use that as a massive revenue stream.
