If you knew anything about short sellers you would know they're exposed to infinite losses.
Keeping any short position open, regardless of amount, exposes them to being wiped out if the SP rises quickly & dramatically.
A short position tells LPD holders the SP isn't heading much higher for the foreseeable future.
Shorts only close their position when the SP falls & hits their target price.
The SP hasn't fallen enough for them to close out their position yet, that's the issue.
