Why is the US$ surprising?
The Bush admin had a low dollar policy, which equates a higher oil price. That will all unravel as the next admin comes in.
He just wanted to spike it as high as possible
(a) for his retirement fund
(b) to get some offshore drilling and arctic wildlife thru
It's not rocketscience its so obvious
