Those sellers are the Shorters!
That is what Shorters do, they sell what they don't own solely to drive the price down so that the actual shareholders suffer and then they make a killing.
We already have plenty of nervous-nelly sellers wanting out of ASX stocks without allowing manipulating thieves to artificially create short sell orders.
