It wasn't explicitly stated, but I am inferring that to be the case from the statement "Execution of binding agreements - which could occur as early as today or may take additional time" in the announcement today.

The execution of binding agreements occurs at board level meetings, which are scheduled ahead of time and are quite formal meetings where everything is minuted and officially recorded.

As such, the fact the above statement was in the announcement today tells me the meeting for the execution of the documents are set for today in the respective jurisdictions.

There is no other reason for Henry to make that statement. He could easily have left the reference to 'today' out, but he chose to put it in.
