Based on much precedent that demonstrates a disconcertingly limited grasp of basic arithmetic on the part of your correspondent, I strongly suspect that he/she had conflated "reduction in emissions" with "reduction in the rate of increase of emissions", blissfully thinking that there is no real directional difference between the two.
Hence, the now sudden disinclination or inability to source any reference material.
