Purely speculating;
Given the nature of the under rated drilling equipment, I suspect slightest small boulder might make the drill hole stop way below bottom of resource. Overall a boulder here and there should not mean anything re quality and size of resource.
Company may feel that holes not reported to full depth might give wrong impression re true depth. Therefore they may want to get a number of uninterrupted holes.
