I don't know anything about underground mining but is it possible that by bulk mining they might still mean an underground operation but one that works on a larger scale?

For example a larger scale operation targeting each whole mineralised zone - say 10 to 20m thick mineralised zones encompassing multiple veins - as opposed to narrow mining (diluted to .8m) of each 20cm vein/vein set within the mineralised zone.

In HGD12 they identified 5 mineralised zones approx 10-20m thick approx 40-50m apart. So is it possible they could have bulk underground mining occurring on 5 levels with each level 40-50m apart.
