Well considering a large part of cmo's customer base was originally purchased from vodaphone, and cmo buys all of it's wholesale airtime off vodaphone (if I remember correctly) I'm not sure why vodaphone would be doing this, unless they see it as a way to get their finger into the pie that is the emerging market that cmo is trying to crack.
I'd be leaning towards a financial institution, or perhaps a wealthy individual who is looking for a potentially high return speculative play...
