I'm not a "cultist" and I doubt there is such a thing... why do you insult those who accept scientific research findings and verification as a "cult"... such this belong to religion which is based on faith - belief without evidence.
you ask an important question which I'm certain others could answer better than I, but ...
1. all meaningful efforts to address GHG emissions were started by the Lab governments. The Climate Council (
website link) , which Abbott abolished but continues to function with only community support, the CEFC (
go to website here) and ARENA (
see 2019 Annual Report here) which Abbott tried to abolish but was unable, have continued to operate and fund renewable energy projects, and the RET (
website here), which Abbott modified after failing to abolish, continues to mandate reducing emissions.
2. From 2011 Aus emissions began to fall but since 2014 emissions have risen. There was another slight fall during Turnbull's PMship but since Morrison arranged the coup emissions have again been rising.

What causes much anger in me is Morrison's continued claims that we are reducing emissions when every chart, except the skewed chart on the Govt websites, shows that he is lying.
The average surface temperature has risen over 1 degreeC since 1975 (
see BOM here) and the
Indian Ocean Dipole has recently caused the extraordinary low humidity levels and record temperatures which have dried the rainforests thus enabling the worst and most widespread bushfires in Aus history... including pre-colonisation.
The PM was warned about the conditions which enabled such a early and long fire season... but refused to even see the former fire chiefs. There was also the significant report prepared and presented to Govt 18 months ago, or so, which, although the PM now says they acted on, had NONE of the recommendations implemented... AGAIN, the PM lies.
Inaction has been the hallmark of the current and Abbott Govts... I never thought I would consider anyone could have been worse than the Abbott govt, but Morrison has proven that even Abbott had his good points (mostly incompetence).
