Policy to link blocks 15, 17 and 18 to refinery was withdrawn just before concession was granted for these blocks. No longer relevent.

Pigs will fly at supersonic speed before CVI puts its 50,000 barrel refinery in either Soyo or Lobito.
If they are lucky they just might manage Cabinda but more likely no refinery at all in my view.

Block 6 is shallow water but is not considered on shore. Plenty of oil there but very heavy grade and very hard to extract. Two previous operators abandoned block 6 even after the oil find. The advantage for block 6 concession holders now is that the technology is much more advanced and oil is well priced to justify the high cost of extraction.
