Obviously if they are incompetent purposely to help facilitate a vested internal interest, this is a magnet for other potentially corrupt entities - but its a short game. I'd go out on a limb and suggest ISX's auditor is in it for the long game.
It would be fair supposition for company's not to employ auditors who are incompetent or reputationally damaged, on the basis they want auditing veractiy that mitigates upstream risk for multiple reasons above pure compliance.
