Well there is the immediate breakdown in communication between a town shire and fire authorities, but you are saying it's a PM fault for not knowing a grader and water tanker was available somewhere in a shed.
Well ask the Mayor of that shire why it was still in the shed, the more stories that come out like this makes it look like no one on ground level authority knew what or how to manage all this, all waiting for someone above to make the call.
