You are spot on with the 1 year CGT discount. That is a massive issue with large investments, if he sold too early, which may be the case here.
However, the 37k taxable income that you mention, has nothing to do with anything, unless I am missing something?
PS not the place to talk tax because most people are clueless about taxation, although they may act like experts.
