The two top ten Korean companies with a deep interest in spiking neural network and established scientific/engineering teams working on neural network architectures are Samsung of course and SK Hynix as the following article highlights:

I am assuming from the description given by the CEO of the in depth work being done that the large South Korean company would already have a scientific/engineering workforce with experience in neural network research and development. This of course may be an incorrect conclusion. Assuming however that it is correct I have not been able to find other large South Korean companies that would qualify.

There are other interested companies such as Hyundia but they appear to have funded research as joint collaborations with other companies and public and private research institutes.
